ASC STATUS
Asia with its vast territory and large population, has
the most intense seismicity and earthquake disasters in the world. It is
desirable to bring together the expertise and experience in seismology and
related disciplines of the countries in Asia and southern pacific region to
understand physical processes of the Earth and mitigate earthquake disasters
in this region of the world.
ARTICLE
I. NAME, CHARACTER AND PURPOSE
1.
The Asian Seismological Commission (ASC) is a regional
scientific organization affiliated to IASPEI and with administrative and
scientific decisions consistent with general IASPEI guidelines.
2.
The objectives of ASC are to promote scientific
cooperation and exchange among its national members, to upgrade research
activities, to strengthen disaster mitigation and to cooperate with other
international and regional organizations.
ARTICLE
II. MEMBERSHIP
1.
All countries in the Asia and southern
Pacific regions are eligible to be ASC National Members.
2.
Each Member has the right to normative a
national representative to the ASC. However, only representatives of IUGG
member countries are eligible for appointment to office.
3.
Representatives are responsible for:

Voting on behalf of their countries.

Preparing national reports requested by the ASC.

Disseminating ASC information and announcements, and promoting ASC
activities in their countries.
ARTICLE III. ORGANIZATION
1.
The ASC shall be comprised of a Council, a
Bureau, an Executive Committee and Task Group.
2.
The Bureau shall consist of a President, the
immediate Past-President, two Vice-Presidents and a Secretary General. The
President, the Vice-Presidents and the Secretary General are eligible for a
maximum of one-, two- and three-terms (of four years each), respectively.
3.
The Executive Committee shall consist of the
Members of the Bureau the Chair-Persons of the Task Groups and
representatives of other relevant international organizations.
4.
The Task Groups shall be formed by the ASC
Council for the study of scientific problems specific to the region. Task
Groups activities shall be subject to periodic review by the Council.
5.
The Council shall be the governing body of
ASC, consisting of the National Representatives, the members of the Bureau
and the Executive Committee. The Council shall meet at least once every four
years during the general Assemblies of ASC for:

Electing Officers.

Finalizing the date and place for the next General Assembly.

Discussing other matters referred to the Council.
6.
The General Assembly shall be held at least
once every four years.
7.
The Secretariat of ASC shall be located at a
place to be determined by the Bureau.
8.
The Bureau shall not have more than one
member from a single country.
The Executive Committee advises the Bureau in the
preparation for and the co-ordination of General Assemblies. In addition, it
intervenes on any important question at the initiative of the President. The
decisions of the Executive Committee are subject to review and further
action by the Council.
ARTICLE IV.
ELECTIONS
1.
The Council elects the bureau on the Advice
of an appointed Nominating Committee according to the IASPEI Bye-Laws.
2.
A country cannot have more than three votes
nor can a person have more than one vote by virtue of his/her holding
different offices.
ARTICLE V. FINANCE
The ASC shall be empowered to accept funding from all
sources, as well as income from its own activities.
