Invitation

 

In these two years after the International Decade for Natural Disaster Reduction, we continue to see huge losses of lives and property due to earthquakes. More than 41,000 houses destroyed in Yunnan, China on 14 January 2000; over US$920,000 worth of property damaged in Sakhalin Island, Russia on 4 August 2000; more than 20,000 died in Gujarat, India on 26 January 2001. These are just three examples of the numerous catastrophes that occur every year. Earthquakes are unavoidable but do disasters have to continue to happen?

At this Symposium, let us come together, scientists, engineers, disaster management experts of the entire world to hold frank discussions and dialogues. Let us exchange ideas and experiences on this important issue, and create the synergy that would translate scientific know-how into practical solutions that would prevent earthquake disasters from happening again and again in the Asia Pacific region.

Asian Seismological Commission (ASC)

 

ASC is a regional scientific organization affiliated to the International Association of Seismology and Physics of the Earth’s Interior (IASPEI). ASC recognizes the high seismicity and very large population that combine to create the earthquake risk in Asia and the need to improve cooperation among Asian and Pacific nations to mitigate the catastrophic effects of large earthquakes. Delegates from eleven Asian and Pacific countries were represented at the meeting convened in Guangzhou, China, in April 1995 during which statutes for the proposed Commission were drafted and later adopted. The first assembly of the ASC was held from 1 – 3 August 1996 at Tangshan, China, during the IASPEI regional assembly. The subsequent assemblies were held in 1998 and 2000, at India and Iran respectively. There are twenty-four member countries at the moment.

In accordance to the Statutes, the Fourth General Assembly will be held on 24 November 2002. The Council Meeting will be held on 25 November 2002. Proposals for the meeting agenda may be sent to

Call for Papers

 

We invite submission of abstracts for presentation at the Symposium for the following topics (the list is not exhaustive): · Earthquake Source Physics, Process, Precursors and Predictions · Lithosphere and Structure of the Earth’s Interior · Seismotectonics and Paleoearthquake · Himalayan Seismotectonics · Stress Field, Focal Mechanisms and GPS · Heat flow and Volcanology · Strong Ground Motion and Early Warning · Seismic Network, Data Processing and Exchange · Recent Devastating Earthquakes · Hazard Assessment and Risk Management · Public Awareness, Education and Training · Social Aspects of Earthquakes

The abstract, not exceeding 600 words, should be sent to the Secretariat by email as a MS Word file. If an image is included in the abstract, it should be in jpeg format, 300dpi, black and white only. Abstracts should clearly indicate corresponding author's name, institution, mailing address, telephone and fax numbers, as well as email address. Please note that by submitting an abstract, you are committing to have at least one author register for the Symposium if the abstract is accepted. The abstracts volume will be published in book-form and made available to all participants at the Symposium.

Authors are requested to submit the full paper at the Symposium. The full paper will be reviewed once again for publication.

The official language of the Symposium is English.

The registration fee for the Symposium is US$200.00. The fee covers a copy of the abstracts volume and other materials, admission to all sessions, teas and lunches during the Symposium and the Symposium dinner. Hotel and social program costs are not included.

Pre-Symposium Training Course

 

Earthquake Vulnerability Reduction for Cities

ADPC in partnership with NSET-Nepal, the International Institute for Geo-Information Science and Earth Observation (ITC, Enschede, The Netherlands) and the International Center for Integrated Mountain Development (ICIMOD, Kathmandu, Nepal) is offering the Earthquake Vulnerability Reduction for Cities (EVRC) as the Pre-Symposium Training Course from 11 - 22 November 2002. The course is intended for greater understanding of the causes and effects of earthquakes in urban areas, so as to reduce damage and loss of life from these destructive events. The course covers topics such as earthquake hazard and risk assessment; application of geo-information science in earthquake hazard/risk mapping and analysis; earthquake vulnerability and reduction strategies; development and implementation of organized approaches for earthquake vulnerability reduction; development of multi-sectoral partnerships etc. During this course special emphasis will be given to the use of GIS for hazard and risk assessment and the KathmanduValley will be used as case study. Class room lectures, case studies and field exercises will be the form of training. This course will be particularly useful for engineers, geologists, and policy makers involved in city development and urban planning, emergency response agencies, relief and rehabilitation agencies, and disaster mitigation, especially earthquake mitigation agencies. It will be an intensive and interactive two-week training course.

The official language of the Pre-Symposium Training Course is English.

The registration fee for the Pre-Symposium Training Course is US$2000.00. The fee covers course materials, teas and lunches during the course. Hotel and social program costs are not included.

The registration fee for the Symposium is US$250.00. The fee covers a copy of the abstracts volume and other materials, admission to all sessions, teas and lunches during the Symposium. Hotel, transport and social program costs are not included. More information will be available in the Second Announcement.

 

The registration fee for the Pre-Symposium Training Course is US$???. The fee covers all training materials, teas and lunches during the training. Hotel and transport costs are not included. More information will be available in the Second Announcement.

 

Payment of the registration fees should be by bank draft in US dollars made payable to National Society for Earthquake Technology – Nepal.

 

 

Sponsorship

 

Part or full sponsorship would be provided to limited numbers of participants, in addition to the waiver of registration fees, for the Symposium and/or Pre-Symposium Training Course, on a case-by-case basis. Please apply to the Secretariat. 

 

Appeal for Sponsors

 

We are providing financial support to researchers, engineers, or risk managers new to this field, especially those from developing Asian countries, who would otherwise find it difficult to attend. The numbers would depend on the sponsorship amount we managed to raise. Thus we appeal to organizations and institutions, to come forward with sponsorship or grants, and help us support as many deserving participants as possible. Your generosity will be acknowledged in the printed materials of ASC 2002. Please contact the Secretariat for more information.

National Society for Earthquake Technology - Nepal

 

NSET-Nepal was established in 1993 as a professional society, and was officially registered with His Majesty’s Government of Nepal as a non-government, non-profit organization in 1994. Its mission

 

to assist all communities in Nepal to become earthquake safer by developing and

implementing organized approaches to managing and minimizing earthquake risks

 

Since then, NSET-Nepal has been involved in many international and national projects, such as the RADIUS Project, the Kathmandu Valley Earthquake Risk Management Project which led to the development and implementation of the Kathmandu Valley Earthquake Risk Management Action Plan in 1998. It has implemented many projects and activities to raise the awareness of earthquake risk, and to mitigate those risks. One example is the School Earthquake Safety Program, under which school buildings are retrofitted or rebuilt to be earthquake-resistant, and earthquake information are disseminated to the students, teachers and the community at large. It is also the main organizer of the national Earthquake Safety Day observed every year on 15 January. Since 1996, NSET-Nepal is Nepal’s representative in the International Association of Earthquake Engineering (IAEE). Close working relationships have been established with many professional, academic and government institutions, at international, regional and national levels.

 

 

Asian Disaster Preparedness Center

 

ADPC is a regional resource center working towards disaster reduction for safer communities and sustainable development in Asia and the Pacific. Established in 1986, the Center is recognized as an important neutral focal point in Asia and the Pacific for promoting disaster awareness and the development of local capabilities to
foster institutionalized disaster management and mitigation policies.
