INTERNATIONAL REGION TRAINING COURSE ON “SEISMOLOGY AND MITIGATION OF SEISMIC DISASTER”

Held in the Institute of Geophysics, University of Tehran, I.R. Iran

Sep. 25-Oct. 9, 2000

As an implement of IASPEI`s  training and education program, the local organizing committee of Asian Seismological Commission (ASC) organized the International Regional Training Course on Seismology and Mitigation of Seismic Disasters prior to the third ASC Assembly. The Training Course was co-sponsored by the Institute of Geophysics, Tehran University. There were more than 25 participants from Finland, India, Yemen, Russia and Iran. Distinguished international seismologists from Asia, Europe, and America were invited to give lectures on the up-to-date development of modern seismology and physics of the Earth’s interior. Those who kindly accepted the invitation and contributed the training course were: James Jackson from England; Zhongliang Wu, Zhu Chuanzhen and Chen Yun-tai from China; Harsh K. Gupta from India; Francis Wu and Timothy Ahern from U.S.A; Claude Froidovaux from France; Mohammad Reza Gheitanchi, Mahmoud Mirzaei and Mehdi Rezapour from I.R. Iran. The lectures started with an overview of seismology and historical background. Then the new methods to determine the source parameters were discussed and were followed by computer practices. New understanding of seismotectonics features, prediction studies, physics of the source, inversion methods, ground strong motion and the use of internet facilities were among the topics that were included in the course. Each lecture was followed by lively discussions and fruitful comments.

The President welcomed the members in his opening speech, and asked the members to give suggestions on the projects to be taken up by the ASC.

Gary Gibson, suggested to start a web-page of ASC and everybody appreciated the same. Further, the President asked more suggestions from the Members. Some members suggested starting publication of ASC Journal and Newsletter, for which the President gave the background of IASPEI activities on this issue. As IASPEI is already issuing a half-yearly Newsletter and it has a wide circulation (also it is available on IASPEI Website), there is no necessity to have a separate newsletter. As far as publication of Journal is concerned, the President suggested the Local Organizing Committee (LOC) of ASC2000 to publish it as a special volume and the decision has been left to LOC-ASC2000.

Member from Bangladesh suggested including his country as a Member of ASC as well as providing support of establishing modern seismic observatory in his country. The President explained the rule of membership for the new country to be included and opined that Bangladesh can very well become a Member, provided it is a member of IUGG. Regarding setting-up of modern earthquake observatory. The President asked the opinion of Dr. Engdahl and finally accepted the suggestion.

Member from Jordan, stressed on Seismic hazard and risk Management and vulnerability studies for Asian Countries, to evolve the building codes as it is for European countries. Towards this Dr. Engdahl pointed out that there had been a lot of effort to prepare GHAP map and there is only need to put engineering input to get seismic risk map and vulnerability maps. Also, he suggested that catalogue of unified magnitudes is also available on website and parts of the GHAP map can be downloaded.

Dr. Engdahl further told that is his organization is working on seismic relocation program and if anyone has worked/is working on earthquake relocation, he is welcome to provide input.

Regarding the venue of the next meeting, the President suggested Nepal and after discussion with members, it has been tentatively selected as Nepal/Philippines. As there is no representation from Nepal, the President asked the Secretary-General of ASC Bureau to send a formal invitation to Nepal. Discussion on the venue is still open.

Dr. Javaherian also suggested having joint projects of multidisciplinary fields for earthquake prediction.

For the election of next Committee Members of ASC Bureau, the Nomination Committee recommended the following names:

Dr. Serguei Balassanian (Armenia)                                     President

Prof. David Rhoades (New Zealand)                                 First Vice-President

Dr. M.R. Gheitanchi (Iran)                                                 Second Vice-President

Dr. Zhu Chuanzhen (China)                                                Secretary-General

The proposal has been accepted by majority of members. The newly elected Members of ASC Bureau thanked the Members for their election and promised to work for the betterment of the Commission wholeheartedly.

The meeting ended with a Vote of Thank.
